    Abstract

    This paper is mainly an introduction to the role of technical measurements in safeguards. The term "measurements" is defined as the process of obtaining numerical results from instruments or techniques to determine a value of a physical or chemical property or physical system. There are many general aspects of making measurements, measurement errors, sampling, standards combination of techniques, integration of operational and safeguards measurements, influence of measurements on operational procedures, role of portable and installed instruments, integral experiments. This paper identifies and discusses these general aspects in analysing the role of measurements in safeguards.
