Abstract

The 3-year HARPERS project aims to establish and clarify the benefits and added value of more aligned and harmonised regulations, practices and standards in decommissioning and radioactive waste management between Member States (MS), with regard to cross border services/facilities, moving to a circular economy and implementation of advanced technologies. The project will identify relevant regulatory differences across MS, assess the rationale for the identified regulatory differences and establish the potential for their harmonisation. In the first phase (Phase 1) of the project we focus on engaging with Stakeholders to assess needs and pros/cons for harmonisation and identify priority areas for deeper analysis in Phase 2 of the project. This report describes the methodologies used to identify priority areas (gap analysis), how the stakeholder community was built and how we engage with the stakeholders (via workshops) in order to fine tune the identified priority areas enabling a selection of priority topics that will be investigated in Phase 2 of the project.
